I've searched around a little bit and all I found that is slightly similar is called chatelaine dance card mechanical pencil. This tests positive for bakelite and it almost doesn't make sense to me. The little clip would clip over a pocket or something, but then the pencil would be hanging upside down? It actually still has lead in it, or I never would have known for sure it was a pencil.
